Woman Arrested After 27 Dead Horses are Found in California

Authorities in California have arrested a woman following the grim discovery of 27 dead horses scattered across multiple properties in San Joaquin County. The investigation has also led to the rescue of 16 malnourished horses, now under professional care.

The San Joaquin County Sheriff’s Office, in collaboration with Animal Services officers, executed a search warrant in Clements, California, as part of an ongoing animal neglect investigation. Sheriff’s deputies were met with a devastating scene. According to a department statement, “Several malnourished horses were discovered on the premises with limited access to any food or water, and approximately 27 deceased horses were located.”

Multiple properties were searched, and veterinarians were on hand to assess the animals’ conditions. Sixteen horses were saved and transferred to Oakdale Equine Rescue for immediate medical attention and rehabilitation. However, the severity of neglect forced authorities to euthanize four horses and one bull. Investigators continue to evaluate additional animals.

Jan Johnson, a resident of Clements, now faces multiple charges, including cruelty to animals, threatening a public official, criminal threats, and possession of a short-barrel shotgun. She was taken into custody and booked into the San Joaquin County Jail.

Neighbors in the small agricultural town expressed shock and anger. “It’s hard to believe this could happen in our community,” said Mark Hayes, a local farmer. “Animals depend on us, and this level of neglect is heartbreaking.”

The rescue operation highlights the dedication of both law enforcement and animal welfare groups. “We are committed to protecting the welfare of all animals in our community,” the sheriff’s office emphasized in a statement. “This case underscores the importance of vigilance and swift action when dealing with animal cruelty.”

Oakdale Equine Rescue, praised for their role in rehabilitating the rescued horses, reported that the animals are responding well to care. “These horses have been through unimaginable suffering,” said rescue spokesperson Emily Carter. “We’re doing everything we can to give them a second chance.”

This incident has reignited discussions about animal welfare and enforcement in rural communities. While many residents take pride in their agricultural traditions, cases like this shed light on the darker side of neglect and abuse.

Animal rights advocates are calling for stricter oversight and harsher penalties for offenders. “We need stronger laws to protect vulnerable animals,” said Sarah Boyd, director of the California Humane Alliance. “This is not just a local issue but a systemic one.”

As the investigation unfolds, Johnson’s actions—and the system that allowed them to persist—will likely face intense scrutiny. For now, the focus remains on the survivors and ensuring they find the care and safety they deserve.

“Every life matters,” said Deputy Ryan Clark, who participated in the operation. “It’s our duty to give these animals a chance to heal and thrive.”

    This country has never taken animal cruelty cases seriously, but then it doesn’t take any crime seriously.

  4. How did this tragedy go on for so long without anyone noticing? She should spend a year in jail for each horse that passed & should be barred from ever owning any kind of animal for the rest of her miserable life!

  5. If she was already in the State’s sights; how many dead horses did they have to see before taking action? One dead horse should’ve been the time to act…..what ‘investigator’ allowed the deaths to continue? How many locals saw what was happening yet didn’t speak up? There should be a National call number for people to call and report any animal cruelty cases so that there can be documented information from the start. There are many people in this world who would take that job seriously, so no other animals have to suffer!!
