A bombshell congressional investigation is raising new alarms about national security failures during the Biden administration, with experts warning that thousands of suspected terrorists may have slipped into the United States during the border crisis years.
The stunning claims surfaced during testimony before the House Homeland Security Committee, where National Counterterrorism Center Director Joe Kent delivered a chilling assessment: suspected terrorists currently inside the United States represent what he called “the number one threat facing Americans today.”
The warning comes as the country now operates under President Donald Trump’s administration in 2026, which has made border security and counterterrorism enforcement a central focus after what critics say were years of dangerously weak policies under former President Joe Biden.
During the hearing, Kent revealed that intelligence officials believe roughly 18,000 individuals flagged as suspected terrorists may currently be unaccounted for inside the United States.
Some estimates presented to lawmakers suggest the real number could be even higher.
Between 2021 and early 2025 — the years of the Biden presidency — as many as 20 million migrants are believed to have entered the country through legal and illegal pathways, according to congressional investigators.
Security officials told lawmakers that the sheer volume of crossings overwhelmed the screening system.
“Even our best vetting systems break down when millions are pouring across the border,” one congressional aide familiar with the testimony said. “We simply lost track of who was coming in.”
Kent warned lawmakers that the figures being discussed likely represent only the individuals who were flagged through intelligence databases.
“The total threat environment could be much larger,” he told the committee.
The issue became even more troubling after a Department of Justice Inspector General report found that dozens of individuals on terrorism watch lists were allowed into the United States following the chaotic 2021 withdrawal from Afghanistan.
According to the report, at least 55 Afghan nationals flagged by federal authorities were resettled inside the United States as part of the Biden administration’s Operation Allies Welcome.
The program brought nearly 90,000 Afghan refugees to American soil after the collapse of the U.S.-backed government in Kabul.
Counterterrorism officials told Congress that roughly 2,000 of those arrivals may have potential connections to extremist networks or individuals under investigation.
One of the most alarming cases involves Rahmatullah Lakanwal, who has been charged in connection with a deadly shooting attack in Washington, D.C.
Prosecutors allege Lakanwal ambushed two members of the National Guard on November 26, killing 20-year-old Guardswoman Sarah Beckstrom and injuring another soldier just blocks from the White House.
Lakanwal has pleaded not guilty to murder and assault charges.
Federal authorities have also uncovered multiple terror-related cases tied to migrants who crossed U.S. borders during the Biden era.
In Fort Worth, Texas, Afghan refugee Mohammad Dawood Alokozay was arrested after allegedly posting videos on TikTok threatening to bomb a building. Prosecutors say the case illustrates how extremists have attempted to exploit social media to spread threats.
Elsewhere, eight suspected ISIS members from Tajikistan were arrested in coordinated raids across New York City, Los Angeles, and Philadelphia after investigators determined they had entered the country through the southern border.
Authorities say the men had been under surveillance for months before federal agents moved in.
Meanwhile, five Iranian nationals suspected of having terrorist connections were arrested after illegally crossing the U.S.-Canada border, according to federal law enforcement officials.
Investigators say the suspects had previously attempted to enter the country and had been detained by Canadian authorities before trying again.
One of the most chilling plots uncovered by federal investigators involved two Afghan nationals who were arrested in Oklahoma after authorities say they attempted to purchase assault rifles and large quantities of ammunition.
Prosecutors said the suspects planned to carry out a mass shooting at an election polling location in Oklahoma City.
The men — Abdullah Haji Zada, 19, and Nasir Ahmad Tawhedi, 28 — both pleaded guilty to terrorism-related charges.
Zada was sentenced to 15 years in federal prison, while Tawhedi faces up to 20 years when he is sentenced later this year.
Officials said the case demonstrates how extremist groups may attempt to exploit political moments inside the United States.
U.S. Attorney General Pam Bondi has also warned that ISIS-linked extremists continue to seek opportunities to attack American targets.
One case involved Pakistani national Muhammad Shahzeb Khan, who was arrested while attempting to travel from Canada to New York City to allegedly carry out a mass shooting at a Jewish center.
Federal prosecutors said Khan was stopped just short of the border before he could enter the country.
He has pleaded not guilty to terrorism charges.
Government data reviewed by investigators shows that the Biden administration ultimately resettled nearly 200,000 Afghan nationals in the United States.
But according to Department of Justice figures, at least 855 of those individuals still have unresolved national security screening concerns.
Intelligence insiders warn that the long-term consequences of the border crisis may take years to fully understand.
“Right now we’re dealing with the aftershocks,” one security analyst told congressional investigators. “When millions come into the country without full vetting, the risks don’t disappear overnight.”
With the Trump administration pledging to tighten border controls and expand counterterrorism enforcement, lawmakers say the focus now turns to identifying potential threats already inside the country.
As one intelligence official bluntly told Congress: “Americans deserve to know who entered this country — and whether they pose a danger.”
