Congresswoman, 88, Diagnosed with ‘Dementia-Like Symptoms’ After Falling for $4.4K Scam

Eleanor Holmes Norton, the 88-year-old Democrat who has represented the District of Columbia in Congress since 1991, is facing growing scrutiny after a shocking police report described her as exhibiting “early stages of dementia.” The report comes on the heels of a disturbing fraud incident in which Norton was swindled out of $4,400 by a fake cleaning crew allowed into her home.

The police report, obtained by NBC4 Washington, outlines how scammers posing as housekeepers were given the congresswoman’s credit card information and began charging her for services that were never performed. The crime was only halted when a “house manager and a friend,” described by authorities as Norton’s caretaker and power of attorney, stepped in.

Perhaps more alarming than the fraud itself is what police observed during their response. Officers noted Norton appeared confused and vulnerable, recording in their report that she displayed the “early stages of dementia.”

That language has prompted fierce debate over the congresswoman’s ability to serve in Congress, especially amid broader national concerns about the cognitive fitness of aging political leaders.

Her office quickly pushed back, claiming the officer was “unqualified to make such a medical diagnosis,” and insisted Norton does not have a legal caretaker. “A longtime employee and friend serves as the house manager,” her spokesperson said, adding the individual does not live with Norton and is not her power of attorney.

But when pressed about who called the police, the answer raised eyebrows: it was Jacqueline Pelt, Norton’s campaign treasurer. Her office declined to say whether Pelt has any legal authority over the congresswoman’s personal or financial decisions.

Norton, who cannot vote on final legislation due to her status as a delegate for D.C., continues to serve on powerful committees — including the House Oversight Committee, where members investigate executive branch conduct and federal agency behavior. Republicans have questioned whether someone facing memory issues should be entrusted with such oversight.

This isn’t the first time Norton’s age has become a campaign issue. In July, she stirred controversy by announcing her intention to seek re-election in 2026 — despite whispers from colleagues and even longtime allies urging her to step aside.

In a rare public rebuke, former DNC interim chair Donna Brazile, who once managed Norton’s campaign, authored a Washington Post op-ed last month praising Norton’s legacy while pleading with her to retire. “There comes a time,” Brazile wrote, “when even a giant must recognize the need to pass the torch.”

Conservatives were quick to pounce on the incident, calling it yet another example of Democratic politicians clinging to power long past their prime.

“This is a national security concern,” Rep. Lauren Boebert (R-CO) posted on X. “An 88-year-old who can’t recognize a scam should not be overseeing federal oversight.”

Republican strategist Paul Garland told Patriot Wire: “Democrats love talking about accountability and transparency — until one of their own gets exposed as mentally unfit. If this were a Republican, they’d be screaming for the 25th Amendment.”

The scandal surrounding Norton comes as President Donald J. Trump continues his second term, having made cognitive competency a central issue during his 2024 campaign. His administration has proposed mandatory cognitive screening for lawmakers over the age of 75, a move Democrats have fiercely opposed.

“This isn’t about ageism,” said White House spokesperson Kayleigh McEnany. “It’s about protecting the country from legislators who can’t remember who hired their cleaning crew.”

As the House gears up for another high-stakes budget showdown, questions remain about whether Norton — or her staff — are really calling the shots.
